Perhaps the poor education he received at Southern New England School of Law be the reason why he couldn't explain the 2% Cap Law and not knowing how taxes are accessed on commerical properites?
Let's take a look at his Alma Mater, SNESL and you can see why he doesn't know. Just a note that it costs $31,000 a year to get a diploma that's essentially worthless.
